Registration Procedure for Insecticides
The registration of insecticides in India is governed by the Insecticides Act, 1968 and the Insecticides Rules, 1971. Here’s a concise overview of the registration procedure:
Application Submission
- To import or manufacture an insecticide, submit a separate application for each product to the Registration Committee.
- Existing businesses must apply within 17 months from the commencement of the section for products already in use. Late applications are subject to a penalty.
Form Requirements
- Applications must be submitted in the prescribed form and include all necessary details.
Review and Approval
- Upon receiving an application, the Committee reviews the insecticide for compliance with claims and safety standards.
- A registration number and certificate will be issued within 12 months, extendable by up to 6 months if needed.
- If safety concerns are identified, registration may be refused.
Provisional Registration
- For new insecticides introduced to India, provisional registration may be granted for up to two years while pending full inquiry.
Certificate Variations
- The Committee may alter registration conditions based on efficacy and safety assessments.
Subsequent Registrations
- Others seeking to import or manufacture an already registered insecticide will be granted registration under the same conditions as the original.

- Applications must be made using Form I and signed by authorized representatives of the entity. Any changes in the authorized signatories must be reported to the Committee.
Fee Payment
- Submit a completed application with a registration fee of ₹100 via bank draft to the Accounts Officer, Directorate of Plant Protection, Faridabad.
Certificate Issuance
- Registration certificates will be issued in Form II or Form II-A, subject to specified conditions.
Duplicate Certificates
- A fee of ₹5 is charged for duplicate certificates if the original is lost or damaged.
Appeals
- Appeals against Committee decisions must be filed in Form II-B to the Central Government, with a fee of ₹10 and a copy of the contested decision.
